قانون حق الحصول على المعلومات..ليش غير عملي

مغامراتي مع قانون حق الحصول على المعلومات الأردني،،،

بعد ما اكتشفت انو في قانون اسمو " قانون حق الحصول على المعلومات " و اللي إلو طالع من سنة 2007، رحت على الموقع الالكتروني للتشريعات الأردنية و جبت نص القانون. و بديت أقرأ...

كلام جميل جدا، طلع في اشي اسمو مجلس المعلومات وهو المسؤول عن تطبيق القانون بس كيف بدي أطلب معلومات ،، لسى ما بعرف.. ما النا غير جوجل..كليك كليك فتشي يا تالا .. بحث عن " موقع مجلس المعلومات الاردني " .. لا شيء.. ما طلع إشي مفيد ، انتوا جربوا و قولولي شو بطلع معكم ( مع انو طلع في موقع إلهم بعدين... كمان شوي بتعرفوا كيف) ! شو نسوي ؟ صرت افتش عن مكونات المجلس، شو هوة مجلس المعلومات يعني؟ مين رئيس المجلس ؟ طلع وزير الثقافة . ومين وزير الثقافة؟ د. صبري ربيحات حسب موقع وزارة الثقافة، رحت بعتلوا بريد الكتروني قلتلو انا مواطنة اردنية اسمي تالا و مش عارفة كيف اطلب معلومات عن طريق قانون حق الحصول على المعلومات و شو هوة الإجراء المتبع للحصول على المعلومات... طبعا هادا الحكي صرلوا اسبوع و ما رد علي وهو أمر متوقع.. اللي بعدو على القائمة؟ مفوض المعلومات؟ مين حضرته، مدير عام المكتبة الوطنية .. و مين بكون؟ مأمون التلهوني ،، جوجل هيم،، بعدين.... يوريكا!! وصلت الى هذا المقال اللي عمره سنة و عنوانه يقول " لا شكوى من عدم الحصول على المعلومات!!!! " ..... طبعا ما رح يكون في شكوى إزى ما حدا عارف عن القانون و لاعارف كيف يستعمل النموذج و وين هو موجود أصلا!! بعدين عمره ما واحد قاس نجاحه بعدد الشكاوي اللي ما بتوصلو المفروض يقدم تقرير عن الطلبات اللي وصلت و مين الجهة اللي الناس بدها تعرف عنها و بركي كان في تكرار للطلبات، ليش يكون في إزدواجية في العمل.. لازم يكون في تسهيل و تسريع للإجراءات و مش تعقيدها! لأنو الاسلوب الحالي لا واضح و لا سهل و لا مزبوط !

بآخر المقال طلع في موقع الكتروني و رقم تليفون للشكاوي والملاحظات وهناك في نموذج لطلب المعلومات على الموقع

وعشان احكيلكم أديش النموذج تعيس و الإجراء أتعس ، إفتحوا هادا النموذج

1 . ولد بالصف السابع بعمل فورمات على مايكروسوفت اوفس احسن من هاد
2. لازم تكتب سبب طلب المعلومات و الخيارات هي إما للنشرأو للبحث والدراسة أو أخرى
3. لازم تقدم نسخة عن بطاقة الأحوال أو جواز السفر + الرقم الوطني و إزى كنت بتمثل جهة لازم تجيب تفويض و وين ساكن و شو بتشتغل!
4. لازم تروح تقدم النموذج شخصيا !!! وين ؟؟ مش على مجلس المعلومات! لازم تروح على الدائرة اللي بدك منها المعلومات عشان تاخد رقم ملف عشان تراجع فيه،،فهمنا ماشي! بس عند مين؟ كمان ما بعرف و مش واضح!! كإنو الدوائر الحكومية عبارة عن قردين وحارس.. مين بنسق بين مجلس المعلومات و كل الدوائر الحكومية و شو بعرف المجلس انو الدوائر بتبلغ عن الطلبات الواردة إلهم!
5. و بعد ما تروح و تسلم النموذج إزى عرفت وين تسلموه ممكن يوصل رد و ممكن ما يوصل والذي يعني طلبك تم رفضه خلال الشهر. اعتقد انه النموذج رح يضل شهر بالدائرة قبل ما يوصل للمسؤول اللي بقرر إزى بتستاهل تعرف أو لأ.
6. ازى كنت بدك تشتكي روح اشتكي لمفوض المعلومات !

طلبي و سؤالي بسيط : كيف ممكن تحولوا كل إجراءات عملية الطلب للمعلومات، التسجيل والتحويل للجهة المعنية والتنسيق والرد الى عملية إلكترونية مفتوحة للناس لتعرف و تشوف لأني حاليا حاسة حالي عايشة بالعصر الحجري

Donate Blankets, Clothes, and Canned food to Gaza from Amman

People.

There is a 48-hr campaign that will start Tomorrow to collect Blankets, Canned Food, and Clothes for Gaza. It is organized by Action Committee and 7iber . I don't have further details yet.

All details will be announced on the the Black Iris & I quote :


The people at 7iber and the Action Committee are organizing an emergency clothes and food drive for the people in Gaza.

It’ll be a 48-hour campaign starting tomorrow morning, with the goods being delivered to Gaza by coming weekend.

This is all going to be driven through the virtual community, with contributions of Jordanian bloggers and their readers, as well as Facebook, emails and just about anyone connected online. It’s the fastest way to spread the word in a short period of time.

Right now, this post is under construction, with this preliminary message designed to get you in the right frame of mind and prepared. For starters, we’ll be looking for canned goods (no meats) as well as blankets and jackets (in good condition). So start putting those things by your front door (preferably in boxes, if not, then double bagged). We are going to try and mobilize and get this off the ground as quickly as possible, as time is of the essence.

DIGNITY LEAVES GAZA WITH 11 PALESTINIAN STUDENTS

(GAZA PORT, GAZA - 11 December 2008) - The Free Gaza Ship “Dignity,”
departed from Gaza International Port at 22:10 hours, Thursday 11
December. Aboard the ship were eleven Palestinian students who had been
denied exit by Israel to attend their universities abroad. Over 700
students are currently trapped in Gaza, unable to obtain permission from
Israel to continue their education.

Accompanying the students are two British academics, Jonathan Rosenhead
and Mike Cushman, of the London School of Economics and the British
Committee for Universities for Palestine (BRICUP), an organization of
UK-based academics responding to Palestine's Call for an Academic Boycott
of Israel.

According to Rosenhead and Cushman, “As academics we are particularly
pleased to be traveling on the Dignity on this mission to enable at least
some of the hundreds of students trapped in Gaza by the Israeli siege to
get out and take up their places at universities round the world. This
siege is an affront to any idea of academic freedom or human rights. How
can anyone justify preventing young people from fulfilling their potential
and learning how to serve their community more fully?”

In an act of nonviolent defiance to the ongoing Israeli Occupation of
Palestine, the Free Gaza Movement has been running civil resistance ships
to Gaza for several months. This voyage is the fourth such trip, helping
to reunite families, and delivering medical supplies, mail, and
international humanitarian and human rights workers to besieged Gaza.

Free Gaza spokesperson Ewa Jasiewicz stated that, “Though we carried in a
ton of medical supplies and high-protein baby formula on our ship, our
mission in Gaza was not to provide charity, but to give our solidarity to
the people of Palestine, break the silence of the world over this
continuing calamity, and physically break through the blockade of Gaza in
an act of direct resistance against the siege. In the end, the oppression
and humiliation of Occupation assaults the humanity of both occupier and
occupied and cannot and must not be tolerated any longer.”

For over two years, Israel has imposed an increasingly severe blockade on
Gaza, dramatically increasing poverty and malnutrition rates among the 1.5
million human people who live in this tiny, coastal region.

Osama Qashoo, another Free Gaza spokesperson, explained their success by
saying that, “the sea passage to Gaza is open. Our fourth mission was a
quick response to Israel denying earlier attempts by Libya, Qatar and by
Palestinians from 1948 to also break through the siege. We hope that other
nations, civil society organizations, and activists around the world will
learn from our experience, be strategic in their planning, and not let
Israeli threats and aggression stop them from coming to Gaza. Freedom of
movement and of education, and to live in peace is everyone’s right.”

Dignity the fourth boat from Free Gaza Movement reached Gaza Port on Tuesday with 1 Ton of Humanitarian Aid, Humanitarian workers, Activists and Academia from London University to take 16 Gazan students to pursue their studies, Students whom Israel did NOT allow to leave Gaza.

YES! FREE GAZA DID IT THROUGH ACTIVISTS AND DONATIONS FROM NORMAL PEOPLE WHO CONNECTED THROUGH THE INTERNET AND THROUGH PEACE ORGANISATIONS AND THEY ARE MAKING A DIFFERENCE AND THEY SERIOUSLY NEED HELP

we can donate money, we can send poetry in, we can make paintings and send our drawings, you can help them if you were a journalist, we can make videos, music, we can arrange a peaceful walk for freedom in our countries.

we can :) yupp I believe that

pro-palestinian protests infront of the Saudi Embassy in Tehran



Meh! this is absolutely terrible to be put under a "NO COMMENT" section by EuroNews

I think silence and ignorance do cost. Protests here are no better, what people are screaming to say is the same in essence, people vs. governments as always, people want their authority in their countries but is this way effective? is it not the time to give up governments and think about the people.. it pays off and is rewarding :)

I hate how media portrays Iran as a country that promotes Terror! there are fanatics everywhere and there are good people too.

end result for me,

Gulf Political inaction is wrong because they have the authority.
its ok to let the people express their frustration.
pouring strength in violence costs.

but should that make the Saudis pay for more protection against Iran and become more pro-Israel ??

sigh.

no one is contributing in essence. whats wrong with the world

1- turn fact sheets to videos and post them on Youtube and Ikbis in a dedicated channel
2- link those videos to Queen Rania Youtube Channel
3- Network with people around the world who worked on Middle Eastern Studies and include their views and support and findings
4- Draw thoughts
5- Inspire local singers to make music that is enjoyable and hearing friendly, art work and sculptures
6- Find strength in suffering and capture photos of success and hope
7- make wikis and develop answers in appropriate and documented content and propose it to places it can get adopted
8- Celebrate every success no matter how small

on Greater Amman Municipality Website : Neighborhood Parks and Community Facilities

I have been thinking about this for a while now, and I wanted to introduce this idea;

Neighborhood Parks and Community Facilities are two different terms
what do we mean by those and why do we need them?

A Neighborhood Park is an open facility for community that would be in the range of 1- 2 dunums (2000 square meters/ .2 Hectares) dedicated and set for neighborhoods that have high population densities and administered by the Municipality.

A Neighborhood Park is a simple open space and I need to stress on this integral idea, it doesn't have to be big or full of " 7ajar ", also, its not fragments of a street, its a one whole area dedicated for people who can't afford the space, established in a way to be near the areas they live in so they won't need to commute, hence called neighborhood park.

now in one Dunum land area in a neighborhood, what can you put on this land when it comes to design?

Any of those;

1- sand area with playground equipment on a "level" land for [ 3-6 ] years old children
2- picnic tables and benches under a fixed tent for sun protection
3- Basketball Court
4- Soccer Court
5- multipurpose field
5- Signs
5- Jog and exercise course
6- Green space, you can put ornamental trees, grass with efficient irrigation system, plant certain types of trees; we don't have problems with soil or weather in Jordan, but think green, no need for 7ajar.
7- swings ( when was the last time you adults were on a swing?)
8- parking

if Greater Amman Municipality is thinking of pavements inside the parks, this is a personal request, pleaase don't use what you used in Rainbow street, there is something called " concrete interlock pavements " which is awesome, flat, solid, pretty and easy to clean and maintain, you can walk and run in the park, I wish I can see parks where the width is enough to take four people standing side by side. as simple as this, wide flat and green.




Now lets think of where should these Parks be at, since they are not big in size, this is what needs to be done:

1- check out the neighborhoods in Amman, concentrate on east Amman first before beautifying west Amman

I was looking up online, I got to this map and it divides Amman into 27 areas and these areas respectively into neighborhoods. ( click on each area to see the neighborhoods)

after mapping the neighborhoods, determine the most dense, the poorest and

2 - suggest several small pieces of Land that belong to the government and are not developed and are close to highly populated areas

3- within the radius of 500 m surrounding each suggested land mark out the points where there are :

A- Schools
B - Mosques / Churches
C- Community Facilities
D- Libraries
E- Clubs

and then develop an understanding for the area needs and make a design for what you can put on the land for the youth and families of this area, hence the requirements while keeping in mind safety measures and standards and lets learn from Rainbow Street Example

4- since we have the land, the area, the requirements, hence we have an initial idea of what we want to do on this plot.

another fantastic tool is wikimapia for Amman, you will find hilarious information there. but on the other hand you can add information about areas that needs help as well, you can use it to map the less fortunate areas. Amman is big and there are places I personally never been to. so people lets widen the scope and think collectively and prioritize development to infrastructure so poor people can contribute and this comes through providing support to their day to day micro-communities experience.

so, whats the difference between a neighborhood park and a community facility?

its basically the area and the purpose.

community facilities are measured in hectars, ya3ni 5 dunum w tloo3, Hussein Gardens are considered community facility, and when it comes to the purpose of these facilities, its either; family gathering areas for picnics and BBQ, athele specific areas for workout with various kinds of courts, bcycle rentals, running track, children play area, space for Landscape displays; like fountains and ponds, public theatres, cultural display.

a decent example for a communit facility is Al-Safa Park - Dubai / Community Facility





as for Greater Amman Municipality Website , I was looking for the districts and then I went to Abdali Disrtict/public parks to look up public parks and I had to wonder how come they consider " sahat Paris " a public park? its a roundabout with cars arount it right?

June 3 & 4 UN International Meeting in Malta for Peace Advancement towards the State of Palestine

The Committee on the Exercise of the Inalienable Rights of the Palestinian People will convene the United Nations International Meeting on the Question of Palestine at the Dolmen Hotel in Qawra, Malta, on 3 and 4 June, under the theme “Advancing the peace process -– Challenges facing the parties”. The Meeting will be held to mobilize international support for the Middle East peace process.

Participants in the Meeting will discuss the impact of the settlement construction on the current political process and the need for the parties to meet Road Map commitments. They will also examine the effects of the construction of the wall in the Occupied West Bank, and the importance of finding a solution to the question of Jerusalem.

There will be three plenary sessions will address a variety of issues and have discussion periods; Plenary I, entitled “Meeting Road Map commitments”, The sub-themes of the session are “The impact of settlements on the Palestinian population -- the scope of the problem”, “The issue of settlements in the Road Map, and “The consequences of settlement construction for the territorial integrity and contiguity of a future Palestinian State”.

Plenary II, entitled “The wall in the Occupied West Bank”, will start at 10 a.m. on Wednesday, 4 June. This session will focus on “Physical aspects of the construction”, “Effects of the construction on Palestinian communities”, and “The wall and international law”.

Plenary III, entitled “ Jerusalem -- Looking forward to a capital of two States”, will take place at 3 p.m. on Wednesday, 4 June. The sub-themes are “The status of Jerusalem in international law”, “ Jerusalem between 1947 and today”, and “ Jerusalem as a permanent status issue”. [source]

Entrepreneurship and Research as Applied Concepts

There are lots of organisations promoting and offering start up grants for small businesses upon providing good and implementable business plans and having a reliable and needed end product, some get to 15-30 thousand JOD.

private companies who have been established long time ago already know that they need to invest in the added value to their products in order to compete and survive in the new unshielded market, so there will be some coupling between academic institutions [experienced professors who have been neglected and underpaid for long] with active research masters students and the private sector for percentage of profit but its for selective few and governed by the needs of the current chamber of commerce, mainly they are selecting the best professors and students according to GPAs. some professors are leaving the academia to the market.

i was thinking of the higher coucil for the science and technology which is investing something like 450,000 JOD in research and startup grants in addition another 300,000 donated from the EU to buisnesses to be on their feet by 2010, somehow this money invested will be given back to the EU for machinary and facilities needed so i hope it gets spent wisely. i think software companies have more chances to succeed than companies that have to do with mass production though i would go for the need of the latter.

I'm wondering what the industrial future will be like here. like, what kind of workers will they hire and what will happen with the overall social condition given the reality we live now, what will the minimum wage be, what about the taxing system and cost of living, will more foreign working force start flowing in, what is the model we are following, what are we gambling on when it comes to the country's resources. what will drive all this and what are the safety factors here, what are the heads to get the end product, what controls it in the future....

If you secured some capital will you take the risk to join the new craze ?!

ok,, people,, all of you, you need to go out of your houses, leave your desks and your blogs and your piles of work, your saturated heads and your frustrated beings of all the bad news around.

GO WALK. SERIOUSLY. GO FOR A TWO HOUR WALK AND DITCH THE NEWS AND WORK AND TROUBLES AND THE COMPUTER FOR SOMETIME.

its been really frustrating and draining, a tired soul can't find solutions, and for every effort you did, i believe that it was heard. maybe the approach should be altered, but its not the right time to think about it..

Scheduling 1 2 3

if you have problems with meeting deadlines, it might help if you setup your schedule in reverse order, Un-scheduling Method, in short it tells you to schedule your personal time before your work time. this is how it works:

1. Schedule only:
• Previously committed time such as meal, sleep, meetings
• Free time, recreation, leisure reading
• Socializing
• Health activities such as swimming, running, tennis
• Routine structured events such as commuting time, classes, medical appointments etc.

Fill it in with as many non-work activities as possible; do not schedule work on projects (the purpose of the unscheduled is to guarantee the legitimacy of your personal time).

2. Fill in your Unschedule with work on projects only after you have completed at least one-half hour. Think of it as a time clock that you punch in as you start work and punch out when you take credit for your progress.

3. Take credit only for periods of work that represent at least thirty minutes of uninterrupted work. Do not record the time on your Unschedule if you stop before thirty minutes are up.

4. Reward yourself with a break or a change to a more enjoyable task after each period worked.

5. Keep track of the number of quality hours worked each day and each week. Total them up. Emphasize what you did accomplish.

6. Always leave at least on full day a week for recreation and any small chores you wish to take care of. Avoid the feeling of resentment and burnout that can come when there are no holidays because of work.

7. Before deciding to go to a recreational activity or social commitment, take time out for just thirty minutes of work on your project.

8. Focus on starting. Your task is to get to the starting place on time.

9. Think small. Do not aim to finish a book, write letters, complete your income tax, or to work continiously for even four hours. Aim for thirty minutes of quality, focused work.

10. Keep starting. Finishing will take care of itself.

11. Never end down. That is, never stop work when you’re blocked or at the end of a section.

How come White Chocolate is White?

I was watching TV when suddenly the question hit me, chocolate is made of cocoa and its dark brown, while white chocolate is so milkly and yummy but its white, how could manufacturers extract all the brown stuff and make it white and taste somehow better? and does it have cocoa anyhow? i went and googled the whole process and i got some interesting findings; white chocolate is not considered chocolate; in fact the ingredients of each are so different.

The story behind a delicious bite of Chocolate goes like this; there is the Cocoa Tree which is grown in equatorial areas of Africa, South America, and Asia, this tree produces a fruit that is similar in size to a pineapple and has large numbers of cocoa seeds that looks like ("ishta" fruit, white and seedy) , these seeds get their exterior removed and are sun dried for six days for fine chocolate production while artifically dried for shorter periods in mass production, afterwards it gets roasted to generate the flavour and grounded to produce a viscious liquid called the Chocolate liquor (not alcoholic). So, Chocolate liquor is pure, unsweetened chocolate. Eaten in this state, it's pretty nasty because it is bitter, You can do two different things with chocolate liquor, You can pour it into a mold and let it cool and solidify. This is unsweetened chocolate. Or you can press it in a hydraulic press to squeeze out the fat. When you do that, what you are left with is a dry cake of the ground cocoa bean solids and ((cocoa butter)), If you grind up the cake, you have cocoa powder. You can buy both unsweetened chocolate (baking chocolate) and pure cocoa powder at the grocery store. What you are buying is ground cocoa beans, either with or without the cocoa butter.
now, we get the mix for your taste part to actually start making chocolate! and this involves the following:
1- Ingredients: The chocolate that we eat contains sugar, other flavors (like vanilla) and often milk (in milk chocolate). The chocolate maker adds these ingredients according to his or her secret recipe
2- Conching: A special machine is used to massage the chocolate in order to blend the ingredients together and smooth it out. Conching can take anywhere from two to six days.
3-Tempering: A process where the chocolate is slowly heated, then slowly cooled, allowing the fat cocoa butter molecules to solidify in an orderly fashion. Without tempering, the chocolate does not harden properly or the cocoa butter separates out.
The most essential part to the previous three steps is the blend of cocoa beans and the percentage of cocoa butter and the level of roasting, where the art and guarded secrets of chocolate makers :)

so, i didnt tell you why White Chocolate is white yet? because white chocolate is purely made of cocoa butter, milk and sugar which i guess is a natural health disaster, you might buy a white chocolate bar and it tastes nasty, the reason is that manufacturers sometimes use vegetable fat instead of cocoa butter which tastes horrible, and if you wonder why the white chocolate or chocolate itself tastes so good, it is the cocoa butter!
