قانون حق الحصول على المعلومات..ليش غير عملي

مغامراتي مع قانون حق الحصول على المعلومات الأردني،،،

بعد ما اكتشفت انو في قانون اسمو " قانون حق الحصول على المعلومات " و اللي إلو طالع من سنة 2007، رحت على الموقع الالكتروني للتشريعات الأردنية و جبت نص القانون. و بديت أقرأ...

كلام جميل جدا، طلع في اشي اسمو مجلس المعلومات وهو المسؤول عن تطبيق القانون بس كيف بدي أطلب معلومات ،، لسى ما بعرف.. ما النا غير جوجل..كليك كليك فتشي يا تالا .. بحث عن " موقع مجلس المعلومات الاردني " .. لا شيء.. ما طلع إشي مفيد ، انتوا جربوا و قولولي شو بطلع معكم ( مع انو طلع في موقع إلهم بعدين... كمان شوي بتعرفوا كيف) ! شو نسوي ؟ صرت افتش عن مكونات المجلس، شو هوة مجلس المعلومات يعني؟ مين رئيس المجلس ؟ طلع وزير الثقافة . ومين وزير الثقافة؟ د. صبري ربيحات حسب موقع وزارة الثقافة، رحت بعتلوا بريد الكتروني قلتلو انا مواطنة اردنية اسمي تالا و مش عارفة كيف اطلب معلومات عن طريق قانون حق الحصول على المعلومات و شو هوة الإجراء المتبع للحصول على المعلومات... طبعا هادا الحكي صرلوا اسبوع و ما رد علي وهو أمر متوقع.. اللي بعدو على القائمة؟ مفوض المعلومات؟ مين حضرته، مدير عام المكتبة الوطنية .. و مين بكون؟ مأمون التلهوني ،، جوجل هيم،، بعدين.... يوريكا!! وصلت الى هذا المقال اللي عمره سنة و عنوانه يقول " لا شكوى من عدم الحصول على المعلومات!!!! " ..... طبعا ما رح يكون في شكوى إزى ما حدا عارف عن القانون و لاعارف كيف يستعمل النموذج و وين هو موجود أصلا!! بعدين عمره ما واحد قاس نجاحه بعدد الشكاوي اللي ما بتوصلو المفروض يقدم تقرير عن الطلبات اللي وصلت و مين الجهة اللي الناس بدها تعرف عنها و بركي كان في تكرار للطلبات، ليش يكون في إزدواجية في العمل.. لازم يكون في تسهيل و تسريع للإجراءات و مش تعقيدها! لأنو الاسلوب الحالي لا واضح و لا سهل و لا مزبوط !

بآخر المقال طلع في موقع الكتروني و رقم تليفون للشكاوي والملاحظات وهناك في نموذج لطلب المعلومات على الموقع

وعشان احكيلكم أديش النموذج تعيس و الإجراء أتعس ، إفتحوا هادا النموذج

1 . ولد بالصف السابع بعمل فورمات على مايكروسوفت اوفس احسن من هاد
2. لازم تكتب سبب طلب المعلومات و الخيارات هي إما للنشرأو للبحث والدراسة أو أخرى
3. لازم تقدم نسخة عن بطاقة الأحوال أو جواز السفر + الرقم الوطني و إزى كنت بتمثل جهة لازم تجيب تفويض و وين ساكن و شو بتشتغل!
4. لازم تروح تقدم النموذج شخصيا !!! وين ؟؟ مش على مجلس المعلومات! لازم تروح على الدائرة اللي بدك منها المعلومات عشان تاخد رقم ملف عشان تراجع فيه،،فهمنا ماشي! بس عند مين؟ كمان ما بعرف و مش واضح!! كإنو الدوائر الحكومية عبارة عن قردين وحارس.. مين بنسق بين مجلس المعلومات و كل الدوائر الحكومية و شو بعرف المجلس انو الدوائر بتبلغ عن الطلبات الواردة إلهم!
5. و بعد ما تروح و تسلم النموذج إزى عرفت وين تسلموه ممكن يوصل رد و ممكن ما يوصل والذي يعني طلبك تم رفضه خلال الشهر. اعتقد انه النموذج رح يضل شهر بالدائرة قبل ما يوصل للمسؤول اللي بقرر إزى بتستاهل تعرف أو لأ.
6. ازى كنت بدك تشتكي روح اشتكي لمفوض المعلومات !

طلبي و سؤالي بسيط : كيف ممكن تحولوا كل إجراءات عملية الطلب للمعلومات، التسجيل والتحويل للجهة المعنية والتنسيق والرد الى عملية إلكترونية مفتوحة للناس لتعرف و تشوف لأني حاليا حاسة حالي عايشة بالعصر الحجري

on Greater Amman Municipality Website : Neighborhood Parks and Community Facilities

I have been thinking about this for a while now, and I wanted to introduce this idea;

Neighborhood Parks and Community Facilities are two different terms
what do we mean by those and why do we need them?

A Neighborhood Park is an open facility for community that would be in the range of 1- 2 dunums (2000 square meters/ .2 Hectares) dedicated and set for neighborhoods that have high population densities and administered by the Municipality.

A Neighborhood Park is a simple open space and I need to stress on this integral idea, it doesn't have to be big or full of " 7ajar ", also, its not fragments of a street, its a one whole area dedicated for people who can't afford the space, established in a way to be near the areas they live in so they won't need to commute, hence called neighborhood park.

now in one Dunum land area in a neighborhood, what can you put on this land when it comes to design?

Any of those;

1- sand area with playground equipment on a "level" land for [ 3-6 ] years old children
2- picnic tables and benches under a fixed tent for sun protection
3- Basketball Court
4- Soccer Court
5- multipurpose field
5- Signs
5- Jog and exercise course
6- Green space, you can put ornamental trees, grass with efficient irrigation system, plant certain types of trees; we don't have problems with soil or weather in Jordan, but think green, no need for 7ajar.
7- swings ( when was the last time you adults were on a swing?)
8- parking

if Greater Amman Municipality is thinking of pavements inside the parks, this is a personal request, pleaase don't use what you used in Rainbow street, there is something called " concrete interlock pavements " which is awesome, flat, solid, pretty and easy to clean and maintain, you can walk and run in the park, I wish I can see parks where the width is enough to take four people standing side by side. as simple as this, wide flat and green.

Now lets think of where should these Parks be at, since they are not big in size, this is what needs to be done:

1- check out the neighborhoods in Amman, concentrate on east Amman first before beautifying west Amman

I was looking up online, I got to this map and it divides Amman into 27 areas and these areas respectively into neighborhoods. ( click on each area to see the neighborhoods)

after mapping the neighborhoods, determine the most dense, the poorest and

2 - suggest several small pieces of Land that belong to the government and are not developed and are close to highly populated areas

3- within the radius of 500 m surrounding each suggested land mark out the points where there are :

A- Schools
B - Mosques / Churches
C- Community Facilities
D- Libraries
E- Clubs

and then develop an understanding for the area needs and make a design for what you can put on the land for the youth and families of this area, hence the requirements while keeping in mind safety measures and standards and lets learn from Rainbow Street Example

4- since we have the land, the area, the requirements, hence we have an initial idea of what we want to do on this plot.

another fantastic tool is wikimapia for Amman, you will find hilarious information there. but on the other hand you can add information about areas that needs help as well, you can use it to map the less fortunate areas. Amman is big and there are places I personally never been to. so people lets widen the scope and think collectively and prioritize development to infrastructure so poor people can contribute and this comes through providing support to their day to day micro-communities experience.

so, whats the difference between a neighborhood park and a community facility?

its basically the area and the purpose.

community facilities are measured in hectars, ya3ni 5 dunum w tloo3, Hussein Gardens are considered community facility, and when it comes to the purpose of these facilities, its either; family gathering areas for picnics and BBQ, athele specific areas for workout with various kinds of courts, bcycle rentals, running track, children play area, space for Landscape displays; like fountains and ponds, public theatres, cultural display.

a decent example for a communit facility is Al-Safa Park - Dubai / Community Facility

as for Greater Amman Municipality Website , I was looking for the districts and then I went to Abdali Disrtict/public parks to look up public parks and I had to wonder how come they consider " sahat Paris " a public park? its a roundabout with cars arount it right?

Speaking of Investments in Jordan

I was just watching the news on Dubai TV and they were talking about the current international financial crisis and how there is a lack of worldwide liquidity and then they brought a report on His Majesty King Abdallah addressing Jordan House of Parliament about our financial policies and banking sector and how to battle inflation, I wish if only people understand how important is what he said.. people don't understand where we are heading to and how long will it take to reflect on people. I wish I can show you old pictures of Dubai and how it looks now, it was about fishermen and desert.. nothing more! nothing... Dubai will run out of oil soon.. why do you think there is plan "B" ??

Tomorrow is the opening of cityscape Dubai ; is the largest business-to-business real estate investment and development event in the world, under Jordan there will be 2k, Abdali investment and Development PSC, Amlak Newspaper, Aqaba Development Corporation, and Mawared International, its very interesting to see how big the transactions are going to be considering the current global financial state,, it is expected to have lots of russian investors, and there is the notion of holding on to cash now or to use it wisely.

All we can do now is bring in investors, and meanwhile conserve our resources, fix our laws, increase people's awareness about their practices and work hard in our instituations to serve the citizens with what we got, facilitate their lives the best we can, constantly developing ourselves for better performance. better performance should be a national duty in all public sectors. cut costs cut costs cut costs ... and be more efficient...
help people..

we don't set goals that are visible to our citizens, like all what i saw in abadali project is that it stole a neighborhood, and it increased the land prices, there is too much planning needed, Jordan is very promising but it needs the people to get engaged about what will Jordan be like in 2025!!

The University of Jordan: The Voices

I went to The university of Jordan today, with a camera, a laptop and papers. I wanted to finish my writing on the University classrooms, but eventually I started asking students randomly:

لو التلك انو انت جزء من ادارة هاي الجامعة و انت طلعلك تغير اشياء فيها... شو بتغير؟ شو الاشياء اللي بتدايأك هون و شو بتغير فيها لحتى تكون تجربتك بالجامعة احسن من وجهة نظرك؟ احكي بالطريقة اللي يتريحك

whenever they started talking, I asked them to write their thoughts on a piece of paper, and I asked them to write their initials and the faculty they study in. in the beggining I used to ask if they mind having their picture taken while holding the paper, no one really agreed to that because :/ I don't know.. you tell me??

I didn't want to put these answers in a post reflecting my point of view and what I made of them, but I related with everything they said, and I will give my input in the coming post.

I wanted you to read these writings in their raw form, I asked them to write in their own words whether 3ammieh, Arabic, English, everyone decided to write in Arabic..

EVERYONE I SPOKE TO AGREED THAT THE ACADEMIC STAFF IS BAD AND THAT THE TEACHING METHODS ARE OUTDATED.

I spoke to an international student from Taiwan, he said there are no signs inside the university and the only places he knows are the language center and the library, and he wrote:

improve the teaching skills in the language center

improve the working efficency of staff

extend the open time of library

ps: I will upload each paper after doing a scan when i get home because i didn't write everything on the papers.

for the past four days I have been taking the role of Jum3a il Tarreesh and my sister was doing great being Khamees my asistant, its the first time we do house painting, me and my sister didn't stop laughing today, [I think we were too tired] and towards the end I had the brush with too much paint that when I raised it towards the ceiling moving inwards, a big spot of paint fell over my face that sounded like "ka -tish " right over my eyes I was going in a "Im so tired w biddi akhalles w mish wa2too " kind of moment when my sister was laughing so hard and I ended on the floor laughing because she was laughing,,, you should have seen us doing the first room! Dad started the thing and showed me the measures, then both Dad and sister went for a wedding, It was exhausting, I had my face painted, spotted floors, but I got better at it the proof is today[yesss!] its fun, I'm happy with clean spacious empty walls right now, though the room looks like a tornado just visited it where everything is displaced, I still have one ceiling to go, two floors to clean from spots, and the work is done, we have high ceilings so my neck officially died.. I am happy, I will finish it up tomorrow morning, we are BBQing tomorrow night

Having the walls cleared, I was looking at the pictures that were hung, I never noticed that we have to many pictures for what resembles the virgin mary, either a mother carrying a child, a lady, drawings of Jesus and Mary, a painting of my grandmother, those were the ones my grandfather kept because they reminded him of teita, I didnt know teita from dad's side, I only know her from pictures.

I don't know why Im writing this, but anyways, read on, when we were kids, we used to make noodles and play video games most of the time, and whenever our parents asked us to quit we would say " baba hai akher stage, kaman 5 minutes " so once we had my cousins over and yazeed went to make himself some noodles, while in the kitchen he turned on all the gas switches though he only needed one, just for the sake of experimenting so the maid was angry because he won't turn them off or listen to her and she went to tell my grandfather who was sitting at my uncle's place upstairs about what we were doing, he called us up and asked us to turn off the video games and go upstairs, my grandfather lined us infront of everyone, my grandfather doesn't yell when he speaks, he listens all you want and talks too little, we have to behave when he is around, and never argue with him;

Israeli Violations

For every time Israel committed violations and state terror in occupied Palestine, our efforts as people - since governments are in null state- can be concluded to raise the voice to gain an international condemnation for the acts, an international condemnation that slows down the Israeli motion that wants to win it all legally. do we know any slight positive progress at any scale on this issue from Palestinian point of view? if you know any, please do point them out whatever ideology you follow.

fine, we are citizens here and we support peace but how much are we willing to compromise in the name of peace? firstly, how much do you know about Palestine today, do you know anything more than the death count of Palestinians?

Palestinian Authority controls 17.2% of the occupied West Bank divided into 13 non-contiguous reservations.

Palestinian Authority controls 80% of the Gaza Strip

Palestinian Authority controls 21.7% of the Occupied Palestinian Territories

Palestinian Authority controls only 5% of Historical Palestine, you know the map, 5% is what Palestinians have control on!

Israel is presently building a wall between Israel and the West Bank that, when completed, will be some 450 (possibly 650) kilometres in length. 150 kilometres have already been completed and building constructors are working frenetically to finish it as soon as possible. At times this barrier takes the form of an eight‑metre‑high wall (near Qalqiliya). Mostly it takes the form of a barrier some 60 to 100 metres wide, which includes buffer zones with trenches and barbed wire, trace paths to register footprints, an electric fence with sensors to warn of any incursion, a two-lane patrol road and fortified guard towers at regular intervals. No-go areas of over 100 metres wide on each side of the barrier will be policed by IDF (IOF). Israel has undertaken to install some 27 agricultural crossings and 5 general crossings for traffic and persons through the barrier but as yet little progress has been made on these crossings.

The Wall does not follow the Green Line, that is the 1967 boundary between Israel and Palestine which is generally accepted as the border between the two entities. Instead, it follows a route that incorporates substantial parts of Palestine within Israel. At present the Wall intrudes six to seven kilometres within Palestine, but there are proposals to penetrate still deeper into Palestinian territory in order to include the settlements of Ariel, Immanuel and Kedumim. In some places the winding route creates a barrier that completely encircles Palestinian villages while at many points it separates Palestinian villages from the rest of the West Bank and converts them into isolated enclaves. Qalqiliya, a city with a population of 40,000, is completely surrounded by the Wall and residents can only enter or leave through a single military checkpoint open from 7 a.m. to 7 p.m. Palestinians between the Wall and the Green Line will effectively be cut off from their land and workplaces, schools, health clinics and other social services. Much of the Palestinian land on the Israeli side of the Wall consists of fertile agricultural land and some of the most important water wells in the region. The Wall is constructed on Palestinian lands expropriated by Israeli military order, justified on grounds of military necessity. Many fruit and olive trees had been destroyed in the course of building the barrier. B’Tselem, a leading Israeli human rights NGO, estimates that the barrier will cause direct harm to at least 210,000 Palestinians living in 67 villages, towns and cities.

Palestinians, unconvinced by Israel’s assurances that they will be allowed to pass through the crossings to be erected in the Wall, are moving from their homes in the affected areas to the security of what remains of Palestine. It is reported that already some 600 shops and enterprises have closed in Qalqiliya as a result of the construction of the Wall. The Wall will therefore create a new generation of refugees or internally displaced persons.It is impossible to give complete facts about the Wall as its final trajectory is still surrounded in secrecy and uncertainty. The path of the Wall changes regularly in response to demands from settlers and other political interest groups within Israel. There is no transparency surrounding the construction of the Wall and its final course seems to be known only to an inner circle of the military and political establishment within Israel. It is, however, widely expected that, following the completion of the Wall separating Israel from the West Bank on the western side, an eastern wall will be constructed, along the mountain ridge west of the Jordan Valley, which will separate Palestine from the Jordan Valley.

this is just a little bit of what is going on, people, Israel is so close of sealing the deal to 95% of whole Palestine together with Jerusalem when this wall is fully built casting Palestinians in colonies if we didnt support the PLO Negotiations Affairs Department. Palestinians needs full Arab and Islamic support to overcome its current state without losing it all for good, its negotiating on no grounds, no military force, internal factions and Israel is playing them like marionettes and just giving no bonding resolutions, its floating because of a weak counter negotiator, please understand that, all this while Arab people are waving the banners of western dome and fake freedom based on ignorance. there is nothing to fear here, Palestinians need backup in negotiations.

its been really frustrating and draining, a tired soul can't find solutions, and for every effort you did, i believe that it was heard. maybe the approach should be altered, but its not the right time to think about it..

Blogging About JO: The King of Hearts, My Role Model

Jordan in my eyes.. the first thing that occurs to me is His Majesty The Late King Hussein, may his soul rest in peace, for everything that he meant to me i loved him so much, he is as important to me as my father and my grandfather, i learned from him that being Jordanian has nothing to do with my passport or land borders, this part of my identity solely relates to being a human, this is what he taught me, the human is the most valuable part in any equation.

i loved his intelligence, his wise decisions, his decency, how he treated children and elderly people, his generosity, how he loved his mother and grandfather, his passion for sports and how great of a father he was.

i had the most fun seeing this photo album and listening to the music, it reminded when all my family members gathered for dinner to see Jordan TV sacred 8 pm news, life was not fast paced it was beautiful and simply Jordanian.

Abbas and Clamp Shells

Rice is in Ramallah and Abbas calls for a truce before resuming peace talks.

sigh.. IDF just slaughtered 110+ Palestinians and Abbas is ready to resume talks after a truce!well you can't tell Hamas to stop firing, (can you see the problem) so Israel will resume peace talks when it feels like it. its just toying with Hizballah and Iran

all you are doing is giving justification for more bloodshed, Israel won't hold you accountable when it makes bloody decisions anymore, Hamas will see you as person who doesn't value his people's worth. you lose both ways and your peace talks will become meaningless since Israel will take a weak governance as a mean for a good rip off opportunity, i doubt you are negociating on solid grounds.

Rice is here, all the world is listening to whatever you say, you have a case and you have demands. raise them and don't let go of them! let Rice assess the damage and condemn the death of one hundred and ten Palestinian souls, remove the blockade on Gaza, people are slowly dying, and release the prisoners. Israel won't give that if not internationally pushed.

you can't have peace in exchange of removing terror, this is not peace, this is twisting elbows and is a future stability threat if you want to establish real peace, you have the right to exist, your legitimacy is not waiting to be aknowledged by Israel, what you are looking forward to establish is a peace settlement that the people want in the first place. when i look at the situation, the only thing i see is that you are operating in the dark, alone and making decisions on behalf sixty years of struggle. you should be asking for more.

i look at the international scene, and i know for a fact that PLO/PNA is considered the legitimate authority speaking for Palestinias. so its YOU. when a Hamas-controlled government was formed, Israel, the United States, Canada, and the European Union froze all funds to the Palestinian Authority, these countries view Hamas as a terrorist organization regardless of its vision which stems from wanting all Palestine, obviously imposed-- Hamas is no longer accepted to be part of the governmnet, Hamas resistance approach is collectively seen as terror since it attacks "Israel's Security" but in response i say, if Israel has the right to have IDF. Armed resistance IS Justified. for Palestinians, its a matter of survival not security.

on the other hand there are members in the Knesset who further state that peace would only be achieved by "[cleansing] the country of Arabs and [resettling] them in the countries where they came from. and others who are willing to march for peace but seek that Jerusalem status is kept unaltered. i ask myself: if i agree to a two state solution, whom of those is with Tzipi Livini in the confidential negociation room and what are you looking forward to settle for?

your task is not easy, and have to have devil's advocates on your side if you wanna be walking rationally into peace, mainly you need professors in international law and human rights, this is no joke, your conflict with Hamas gave Israel a weapon to kill Palestinians. your opponant wants to take as much as it could if you keep clamp shells covering your eyes, you should be able to see that without all Palestinians agreeing to what you are doing, whatever you do is LOSING and if its for anyone's advantage its Israel's. before you embark on resuming peace talks, make peace with Hamas, you can't go on like this, its weakening you and killing the poeple, the worst mistake you ever did is siding with Israel against Hamas and im not saying Hamas as precieved organisation of terror, its against people who are palestinians as much as you are.. One Palestinian blood drop is worth all peace resolutions you'll ever do and worth all rockets Hamas will fire. this should be your priority.

Some Thoughts on Palestine Status

why do i keep hearing people saying that Palestine is a lost case? i truly can't understand, we only remember Palestine when we see Palestinians suffering and the Israeli Government Attacks causing 200% damage if not more for any resistance they find from the isolated NATION while being shielded by international cover with laws we AGREED to and remember, they are a minority!! do you know what kind of advantage is this?! do you realise that you have every possibilty of DOING a 100% positive Change and hop on steps forward if we put hands in and decide to use our heads for once?! i want to tell you something, you are complaining at the increase of prices in Jordan, its the price we pay for the security we are porvided, for being dependant in the wrong manner on the wrong people who will unless you choose to be under fire and fight, you will have to keep paying! so its either you pay, die starving or START SOME CHANGE FOR THOSE WHO ARE DYING IN PALESTINE FOR YOU. THINK AS A NATION FOR ONCE!! MOVE FOR GOD'S SAKE.

following SIMPLE logic, What ANY Palestinian Government MUST do is,

RECOGNIZE PALESTINE ON THE GEOGRAPHIC MAP INTERNATIONALLY AND BY THE UNITED NATIONS INSTEAD OF HAVING PALESTINIANS THOUGHT OF AS A BUNCH OF PEOPLE STUCK IN A CITY SOMEWHERE IN ISREAL

WHEN THE UNITED NATIONS DOESNT DO ITS JOB PROPERLY, VOICE YOUR ANGER, ITS YOUR RIGHT!

BARTER WITH THE WEST, WHATEVER BUSINESS YOU HAVE WITH THE WEST, BARTER FOR A DISADVANTAGE FOR ISRAEL. ISNT THIS WHAT THEY ARE DOING?!!

NO ONE WILL COME TO YOU AND GIVE YOU RIGHT OR JUSTICE ESPECIALLY IF THEY WONT BENEFIT FROM IT. TELL ME WHAT THE ISOLATED PALESTINIANS HAVE TO OFFER TO WHO WOULD LEND A HAND?? OIL?? NOTHING BUT UNDER-PRICED BLOOD!!

personally speaking, i dont wish israeli's death,, i want a decent life for our Nation, THE BEST LIFE THAT COULD POSSIBLY BE ATTAINED AND ITS NOT IMPOSSIBLE.
